Ghost's have a specific person they're bound to, they can't just revive any one on the street and say "you're a super soldier now" other wise our Ghost would've rezed the first skeleton he found 2. 1. Because the man in a mask wasn’t a Guardian. And even if he was he wouldn’t have any Ghosts to revive him because he was kinda imprisoned in a Cabal ship at the time of his death? Did we just all of a sudden forget that? 2. Ghosts without Guardians revive people all the time. That’s how they GET their Guardians in the first place. They have to revive them for that person to become a Guardian. Come on, man...basics.

The Speaker is not a Guardian and didn’t have any Ghosts around him when he died because he was a prisoner in the Immortal. If he has the spark then perhaps a Ghost could find him and resurrect him as a Guardian, but if he doesn’t have the spark it won’t be possible. Bungie hasn’t confirmed anything about the possibilities of Ghosts pairing with new Guardians or Guardians being able to go through more than one Ghost. To be clear, the grimoires card only stated that Jaren’s Ghost [i]spoke[/i] to Shin and has never appeared in lore again and Shin has never been shown to have a Ghost since then, so there is no confirmation that Jaren’s Ghost bonded with him. All of that is theory.

Well to answer the first question. He was captured at the time he died, and since Gaul knew about how the light worked(he did basically highjack it), it’s more than likely they were destroyed similar to Cayde’s was before he died(still hurts my hunter heart.) Gaul more than likely knew how the resurrection cycle worked so he more than likely destroyed them. So no resurrection. Plus, even though he has ghosts following him, was it ever confirmed that the Speaker was a light bearer? He was never referred to as a guardian and little is actually know of his time prior to serving as the speaker as it isn’t a name, but a title.
