1. Ghost's have a specific person they're bound to, they can't just revive any one on the street and say "you're a super soldier now" other wise our Ghost would've rezed the first skeleton he found
2. We don't know, Shin is a really weird case and there's nothing else like him in the lore.

It's been stated recently that a ghost can res someone besides their "one" guardian. There was a lore bit involving Osiris where the Ghost picked someone who wasn't the right one. They went back to the Traveler for a reset. While some of those who are ressed do get powers, we see at least one case where they don't. I do agree that we could use some further explanations in the lore.
