The Speaker is not a Guardian and didn’t have any Ghosts around him when he died because he was a prisoner in the Immortal. If he has the spark then perhaps a Ghost could find him and resurrect him as a Guardian, but if he doesn’t have the spark it won’t be possible.
Bungie hasn’t confirmed anything about the possibilities of Ghosts pairing with new Guardians or Guardians being able to go through more than one Ghost. To be clear, the grimoires card only stated that Jaren’s Ghost [i]spoke[/i] to Shin and has never appeared in lore again and Shin has never been shown to have a Ghost since then, so there is no confirmation that Jaren’s Ghost bonded with him. All of that is theory.

Shin was ressed not by Jaren's Ghost, but by another nameless ghost. As to the Ghosts pairing with other guardians, it's been mentioned in a recent lore bit involving Osiris. They can res someone, but if that's not "Their Guardian" then they have to go back to the Traveler for some kind of reset. As to the Speaker, I don't know if he's got a spark or what. What I do know is that with the Red War being over and Ghosts once again being free to travel and res, you would think that we would see him again sooner or later.
