No the problem is the same that wow started running into when they offered "welfare epics" since dark below allowed people to hit 31 without ever doing vog, many people who got the game for Christmas never had to learn vog bosses and mechanics. So now that they do play the game and have heard about the mythoclast, they run hard vog. However, they don't really know how to run hard vog, they just have the level to do so

You can't get to 31 without VoG. Even if you buy gear you aren't going to get 84 ascendant shards in the amount of time since dark below released.

Yes you can actually if you have multiple characters that you run the daily story mission on and you also cap out your vanguard every week.

That's just it...and I unashamedly fall into that category. My primary is L32, has completed Crota a few times and only done partial runs of VoG. I'd have no idea what to do with the relic.
