There should be some sort of title or emblem that had how many completions of each raid you had, or at least make that information easily accessible in-game

Shows experience, not skill, so I will agree with you. However, experience is a better way to guess if the player can handle themselves in the VoG better than light level. 32 with less than 2k grimiore likely has little VoG experience. There are many exceptions to this rule of course, but it is another metric to consider when forming a raid team.
