Light level means jack in Destiny.
You can get to level 32 without ever entering or completing VoG or even CE hard mode. Just buy the level 31 gear from vendors and solo first 2 parts of CE normal mode until you have enough radiant shards to get to 32 with one exotic piece.
Total raid completion and to a certain degree grimoire score, are the only indicators that will tell you how experienced a player is with raiding.

I've done Crota like 15 times and I keep getting Energies. Your logic in soloing a couple checkpoints just to get to 32 is bogus. There are some people playing this game who commit time just has much as the "glorified" 32s, who don't get the RNG love to get bumped up to 32. You have to complete the full raids to get the goods in line for a 32. Soloing half raids every week will get you nowhere. It took me a two months just to get my boots.

Not if you grind iris to level4. Getting to 32 is pretty easy with shards or energies when you can swap the out.
