I just tried to run hm Atheon on my girlfriend's account with a bunch of randoms. They were all level 31 with no idea of what they were doing. I looked at their weapons and saw weapons between 240-278 damage. We tried for an hour, couldn't get it done. If anyone has this same problem on xb1, add me, sdsox321.
