Doesn't matter what level you are. If you have run the VoG, you should at some point learned how to use the relic (not that difficult) Level is no indicator of anything since Bungie broke what should have been the logical chain of progression. This is why I sometimes ask people to show me maxed VoG armour or atleast the helmet when I want a very quick run. When everyone has that, the raid from Templar onwards takes less than 15 minutes.
