It seems to have some dependence on processor manufacturers. More cheats are developed for Intel processor compatibility than AMD. Xbox and PlayStation consoles use custom AMD CPUs. I'm not sure if it's more complicated to create cheats for AMD processors or if it's just the case that Intel processors still have the majority of the gaming PC market share, thus wider customer base for sales. Also, Intel processors tend to run a bit more expensive than AMD processors, so possibly deeper customer pockets too. [spoiler]PCs are still the "master race." Solo mode is more easily implemented by blocking certain Steam ports in Windows firewall. To do the same for Xbox and PlayStation, you would need to block certain Xbox Live and PlayStation Network ports on your router/firewall. Basically, players can more easily solo strikes on PC to complete bounties and quest objectives quicker than they can on either console. As far as I understand Stadia, it's not at all possible without hacking a Google data center's network.[/spoiler]
