I would imagine, once you complete the bounty it will unlock as a RNG drop. Be really stupid if you can only get it via a Weekly Bounty, as chance are, you will never get the roll you want.... but never know who Bungie!

I got the helmet via the quest Wednesday and it then dropped as an rng drop from a mote yesterday. So, that is how it works. Have to unlock it first by the quest.
