Because:
1. Massive changed the loot system so that people could finally gear up without being forced into either the DZ or Incursions.
2. They eventually added non-open world pvp options. So people who were genuinely interested in competition had somewhere to go without having to force it on unwilling participants
3. They eventually instituted Rogue 2.0 which reduced the advantage that gankers and griefer used to have. They then just resorted to running in packs, but the changes helped to make the DZ tolerable.
Or at least avoidable.
4. Hackers were only an issue on PC. But you had similar problems on console because of exploiters. Fully geared up and killing people just for shits and grins. With average players loosing progress and resources. Even when they weren’t carrying any loot to steal....
...,and what they were carrying no one bothered to even pick up.
