Yep. Bungie doesn't care about pve. Even though most of the effort goes into world design and the raids, bungie clearly doesn't care. And even though they have added flash points, lost sectors, Adventures, treasure maps, dialogue options, world quests, the new weapon system (they stated this was specifically for pve, not pvp) and has specifically stated that they are putting an emphasis on the story, it's obvious they don't care about pve.
