Are Bungie breaking the law?

Remember, in the UK ignorance is no defense. What about the potential of benefit fraud? People claiming unemployment benefit but making money using Bungie's property and advertising their services on Bungie's forum? EDIT: Be aware I am asking a question not stating a fact, hence the use of a ?. There are already a lot of Bungie Brown Nosers getting their panties in a twist over this and doing the usual failing to read everything and being deliberately obtuse.

    So some dude using his Quicken tax software to do people's taxes. Those people pay him for the service but he doesn't claim the income. Is that Quicken's problem? Edit: Don't fault the people answering your silly question and label them brown nosers just because the answer they provide isn't the one you want.
