On the mission on Mars you connect to a machine that your ghost says "once connected to the warmind of Mars." But surprise, Rasputin is controlling it. Your ghost even says that he COULD NOT hack into it, neither could the Cabal. Now if neither the Cabal nor your Ghost can hack into that, that must mean Rasputin is pretty damn smart. Also, if Rasputin is on Mars, where else may he be?
I would be very interested to learn more. Hopefully soon.

The Cabal are hacking into him with the Psion Flayers in the Dust Palace Strike.
