Since Day 1, IB has ALWAYS given PVP people a chance to get raid quality gear. In Y1, the first IB's offered regular vendor light level gear. Then each month, one additional piece of armor was made available and/or was made raid level, until a complete raid level set could be obtained. This is no different.
