They're releasing their first major expansion this year, adding new tiers, making the game more difficult- all without making the players invested time moot. They're not raising the cap. Why, you might wonder, well, why should they? New level caps are nothing but a waste of time. Activites can be made hard without raising the cap and rendering all previous work useless to veterans and irrelevant to new players.
