Mostly because 90% of the player base get body shots with thorn or blink with a shotgun. This play style is rewarded by using a high sensitivity.

I know my Crucible stats are god-awful and I don't get an opinion because your's is the only correct one, but 10 has worked better for me than any other setting and I like to use Red Death or Vanquisher III at a distance. Key word is better, I still suck.
