If you buy a digital copy... It is registered for the two dlcs and game (the stuff that's out already)

It has to be registered that you have played the game. Buying the collector's edition does not mean that new players who do not own the game and buy the collection get the year one stuff.

Order the digital... You can play they already or stuff...

When you order the digital legendary or digital collectors edition of the game you cannot play the game or the first two expansions until TTK is released. That means that new players that buy one of those editions will not receive the year one gear

It get a lvl 30 character or the first 2 expansions by August 31st and get ttk before February

It is, but it's expensive to do. There person must buy Destiny and the first2 expansions before August 31st and then buy TTK before February. The digital legendary and digital collector's edition of TTK does not immediately grant you access to the game or the first 2 expansions. There for it will not register that you have the game until TTK is released.
