No, it should go up by the full percentage that was originally taken from it. The range nerf should stay, but the power should be fully restored. Suros needs to go back to 45 Damage at close range. Thorn melts, Vex melts, TLW melts, Red Death melts, No Auto Rifle does well at close range against those weapons unless you get the first 3-10 hits.
