That's because the top option is what you just said.
In case you actually read my argument which is from this post I'm guessing either you didn't or you just didn't feel like it.
Thorn - 2 Head = Kill (80-86 + 80-86 + 45)
TLW - 2 Hip (Head) = Kill ( 111 p HHS )
TLW - 3 Hip (Body) = Kill ( 80-84 p HPBS )
Red Death - 2 Head = Kill ( 108 p HSPB )
Vex Mythoclast - 4 Head = Kill ( 40 p HS )
MIDA Multi Tool - 3 Head = Kill ( 76+- p HS )
The only way that option you claimed would be viable if it was keeping the range nerf but full damage would return.
