Public API endpoint still says "Please sign-in to continue"

I was curious about this endpoint: /{membershipType}/Account/{destinyMembershipId}/Character/{characterId}/Complete/ The documentation says it is public and requires no authentication, but it still yields an error code 99 with a message saying I have to sign in. What gives?
