Missing BungieNet account?

Hey guys. I've run into a problem where BungieNet accounts are missing for some users. For example, there is a player: https://www.bungie.net/en/Profile/2/4611686018428737177 who says he signed in on Bungie's site and changed his status. But for the request via API http://www.bungie.net/platform/User/GetBungieAccount/4611686018428737177/2/ I get no mention of his BungieNet account in the response. How is this possible and is there any way to fix all that? Thanks!
