My Heart of the Praxic Fire's Heavy ammo perk doesn't work

So I just got this exotic robe recently and after unlocking the heavy ammo and praise the sun perks I wanted to try it out without my raid boots. Well it turns out, it offered no extra ammo, even after using some heavy ammo synths. My gjallarhorn is sadly maxed at 5 rockets. Anyone else having the same problem?
