Balanced around low ammo both reserve and mag, low ROF, low stability.
Oh, and a lvl 8 rare sniper can get the final round perk.
P&T, LDR, and Praedyth's are all better for snipers that don't miss their headshots.
Admittedly I'm not a great sniper, but I don't think it's OP.
