This is a little late, but no one ever commented. Upon searching, I found it's the names if bungie artists and designers. (Caesarian shift 19 characters). I wondered myself after seeing the sign because I know when you see something like that in a game made by bungie, it's almost a guarantee it's some time of Easter egg.
