every single good player I know is 32. Bad players I know are 32. The RNG on this raid is great, and if you really arent getting it make another character to get the gear. Don't expect to do the hardest thing in the game on the first day if you haven't put the time in to get level 32

How does skill affect a randomized reward? It doesn't because it's random. I know good players who have gotten the helm 3 weeks in a row but no boots. I've got every piece for my lock and Hunter but still can't seem to get the boots on my titan. And I've been running it on all 3 toons every week since dlc launch. Your logic about how rng works is somewhat flawed.
