Your thinking of the 3 level difference. the difference from 1-2 is not that bad its about 10-12% as an estimate, 2-3 levels below is something like -16% less than 2 levels below
Some guy had a post he did testing being 1-3 levels below the enemy and found that 1 level suffered a lot 2 levels slightly more and 3 levels was almost pointless.
