I seen this mentioned but can't remember who said it, for the exotics, allow full equip for armor in exotics but only one will give you the perks. The major perks that change game. I've seen that in games where you can pick what give you the perks. A lot of the exotic equipment is designed to go together, but will never be allowed to unless you want to get banned and mod.
