Your characters getting what they got is exactly why the rng system is broken in my opinion. You have a total of three raid completions, you have two pieces of CE raid gear and you haven't even beaten Crota yet. Personally I think you should have to beat VoG on normal to unlock hard mode, which in turn would then allow you to go into CE on normal. Not the other way around. Bungie screwed the pooch with the second raid.
