A friend of mine actually had a pretty decent suggestion for a slightly different issue but it could easily work here. Why not offer an upgrade at the gunsmith for raid weapons which gives an additional attack dmg upgrade. A slightly substantial one possible requiring exp equivalent to perhaps a days worth of either pve or pvp bounties? This upgrade could then buff the weapon up attack poeer par with the newest raid weapons.
