Yes, that's the point. The old gear is the old gear and should remain in the past to make way for the new gear. The idea of having tower gear is a small buffer to assist players who can't otherwise reach higher levels (bad luck, etc). This allows them to progress with the main group advancing in the new raid. Tower gear also keeps crucible and vanguard marks relevant- which keeps strikes relevant. The only reason to do vog is for fun, nostalgia, exotics, or just obtaining that gear. It's not necessary anymore. The game isn't designed around making the first raid more and more difficult each time an expansion comes out. If they did, what would be the point of even adding a new one? Normally people complain about games recycling too much. I can't believe people want this recycled already...
