Yes, that's the point. The old gear is the old gear and should remain in the past to make way for the new gear. The idea of having tower gear is a small buffer to assist players who can't otherwise reach higher levels (bad luck, etc). This allows them to progress with the main group advancing in the new raid. Tower gear also keeps crucible and vanguard marks relevant- which keeps strikes relevant. The only reason to do vog is for fun, nostalgia, exotics, or just obtaining that gear. It's not necessary anymore.
The game isn't designed around making the first raid more and more difficult each time an expansion comes out. If they did, what would be the point of even adding a new one? Normally people complain about games recycling too much. I can't believe people want this recycled already...

If they continue with the trend, why would I even bother buying the the previous DLC if its not going to help me at all? I could just wait until the last DLC and be max level.

Ok just wait then, don't enjoy the game while it's relevant. I don't care how you play the game. As the game continues it needs to advance... You don't stay in the same kindergarten class for all levels of education. As time goes on, as you (the game) grow you advance to the next level... Move forward don't live in the past. Sure kindergarten is easier than high school, but you gotta move forward to reel the end rewards in life.

I'm just simply stating every time DLC launches it makes a part of the game irrelevant to new players. If a guy bought Destiny after the launch of HoW, what would be the point in playing VoG or Crota's End? It would not benefit him in anyway. Sure, you can get exotics from chests, but you would have to upgrade them and could possibly get a better version of the same weapon/armor and getting the obsolete exotic would have been a waste of time.

You don't have to. But please don't be one of the people complaining when you can't do weekly heroic/nightfall because you don't have the expansion that contains that strike. It's the same concept if someone wanted to play wow for the first time now.

I'm probably going to buy HoW. TDB just never really interested me.
