I'm saying the tower gear should be less powerful than the VoG. What is the point of even doing VoG if you can just buy better gear? I think that the tower gear should have stayed at level 29, then VoG 30, Crota's End 32, and so on. Once House of Wolves launches I bet the tower gear will be better than the current Raid, thus making TDB obsolete just like the VoG is now. To get to the max level, IMO, you should have to do all the Raids.
