They need to release a level 32 harder mode for vog. After each clear you get a commendation much like the vanguard and crucible except you can use them toward vog weapons and armour to upgrade them to the present highs. I think that would be a reasonable fix. No new drops, no checkpoint or chest looy, commendations offered only after beating the entire raid.
