I look at it like a drug dealer of sorts. I definitely think there is something to it, and not solely RNG. People that are bad, and/or don't play much get hooked up with loot to try and peek their interest. Like a pusher trying to get people hooked. People who are already hooked and play a lot see fewer drops to keep them playing, and grinding for the drops. "GOT ANYMORE OF THAT STUFF MAN!?!?" It's genius really.
