Very much yes. A very simple idea, add a higher tiered raid difficulty scaled to current maxed light level, in that difficulty have the raid drop Vex weapon/armor shards for VoG for example. Each shard can be handed in to the gunsmith for weapons and maybe your vanguard mentor for armor to upgrade your existing raid gear to the current tier of equipment. Likewise have all weapons and armor dropped in this high tiered raid already scaled up. According to destiny DB such upgrade materials already exist. I really hope Bungie has already planned on doing this in some way.
