Commendations ought to be upgrade tickets for 'outdated' legendaries. I would go so far as to argue any common item should be able to have an extra-grindey bounty done and turned in with copious amounts of these ascendant mats that are stacking up too high and receive tower-vendor comparable stats. This would add some sorely needed variety to all our toons!
