I have a brilliant idea! The way bungie can implement raid weapons to the current cap "being what is now and in the foreseeable future" is to create very rare item, like a exotic shard on steroids that allows you to upgrade any weapon of your choice to the current cap. This would create a balance for bungie. It would make the community feel at least a little less cheated while still allowing bungie to fill their needs by upgrading the cap for weapons so you will buy the dlc.
