Rehashing old content is stagnation. The diversity in content you want is if they released 2 or 3 raids at once, not just keeping people running the same tored content for even longer. The armor might would be different (since there'd be VoG and CE armor being worn) but let's face it, everyone already prefers 300atk VoG weapons because they are better itemized. If you make them 331, and even higher when new content comes, no one would use CE primaries. As it stands, the only weapon diversity you'd have is secondaries and heavies. And even then, not really. You'd use Black Hammer if not Ice Breaker, and GHorn if not HoC or Corrective Measure. That's it.
