They will be for the most part once the hard raid drops. The funny thing is that they should be. If legendary weapons don't get old no one would need any new weapons ever, just upgrade materials. Exotics are the only thing that will be upgradeable. The only thing bungie really needs to do is put some sort of system in place that lets you choose your armor look independently of your stats.
