Just make everything in the VoG give the same rating as Crota gear with the same difficulty rising as DLC come out. Seriously, this lets non dlc peeps get to the level cap, they still dont have as much weapon choice though. I also think the RNG on VoG weps worked fine, and I find that I cant equip VoG armor for the anti-oracle/praetorian perks simply because using higher lvl armor from Crotas End is more useful
