Bungie's own numbers showed that raid participation is EXTREMELY low. Around 5% of players completed the VoG Hard. 15% or so on Normal. Have yet to see any numbers on CE.
In short, Bungie is not going to allocate a ton of resources in this game for a small percentage of players. It's merely numbers!
