I can see why they would want the new weapons in the CE raid to be higher attack lvl then the VoG raid weapons. It's so that you don't just keep using these weapons throughout the whole games life span. You know, and I know that if they did up the attack every time, people would stick with these guns and not use some of the other guns they make. But I do like your point about making all guns relevant. I hate when games make old guns non-usable. I like the borderlands system, where when the lvl cap is raised, you can go back and farm for the old guns and they will be at your new lvl. But I doubt they will do this, but I support relevance!

  • But they don't make any good alternatives, how else can you explain the use of maybe 5-6 exotics out of the entire arsenal. There is no creativity and therefore no incentive to use other weapons as they are lack luster in design and replay factor. If Bungie devs actually took the time into putting a creative thought into the matter we would have a much more diverse weapon arsenal, but instead we get half assed re-skinned models that cant even surpass their predecessors outside of the overall attack rank. There is really no incentive to move on from your currently preferred weapons if there are no new comers. Take the black hammer for example, before people wanted the icebreaker so bad, and while that still holds true for the majority of the player base, the black hammer provides an alternative for those who are still in the chase for an icebreaker. If there were more weapons like that people would be more inclined to venture outside those comfort zones, sadly that is not the case.
