It's not like this would be a hard task to implement. Either employ the same tactic that Xur has been given with Exotic weapons and Armour (pay out to have your gear maxed) ; or simply regain them in the Vault of Glass itself, all new and powered up to 331. Simple.
Was this just an oversight? All other older legendary weapons and armour have the updated damage values, so why not the raid gear?
