I don't think that vendor gear should get you to Lvl 31. Maybe just to a high enough level to be able to do VOG that will get you to 30 or 31

Then the original gear should not have got you to 29 with an exotic.

I agree with that too. I understand that it is hard for some people to find someone to raid with so that's why the vendor gear but it really does sour it for those of us who put in the time.

The new raid gear is better than the new vendor gear. No different from last time which is why i dont think this should even be an issue.
