A combination of thoughts I have heard:
> Only VoG weapons and armor can be upgraded
> Defeating Atheon on Hard Mode will drop 1 (one) material used to upgrade an existing 300 VoG weapon to 331 or a piece of VoG armor to light level 31.
Similar Proposal for Vanguard/Faction weapons:
> Requires Rank 5 of said Faction
> Requires 1 Commendation associated with said faction
> Requires (insert said amount of Glimmer)
