Yes raid weapons at least.Raid/Legendary weapons should have some sort of an upgrade path. Be it bounty given by the gun smith or an upgrade via Xur. I've been hoping for a light crafting system enabled in Destiny through the bounty system or other means that gives us the option to upgrade rare & legendary armor and weapons.
