vog is just as challenging, if not more, its certainly on par at the very least, the rewards should reflect this.
although saying that armour should remain at light level 30 for vog, making it 32 would make CE irrelevant, or possibly once you have ranked up to level 32 using CE armour, you can have the choice of upgraded old raid gear to 32, adds variety to the level 32 armour.

yeah tht would make sense for it to be dlc users only non dlc users are not going to be growing or moving forward with the game, there staying in the same place so have no need to grow as a character
