A simple solution that i GUARANTEE all of you all will agree with and enjoy.
Add a "token" of sort to Atheon's drop table on HARD. Chances say 1/4. This token, when given to Xur will allow the user to upgrade ONE VoG raid weapon to 302 damage, just like old Exotics are upgraded via Xur.
Easy as that. It magically makes the VoG
