Kinda agree, but also figure you (we) just need to focus on diverse builds. It's kinda a pyramid... Right now I have two 31 builds, several 30s any number of 29s... So different stat and perk combos are available but my choice is narrower at the top level... So once again it's a bit RNG, and probably a less than ideal build first time I hit 32. Then more options will open up... And so on. That's the result of tying level to gear rather than XP, and I get some people don't like it, but it ain't gonna change at this point.
